Course Overview:
Law Enforcement officers can no longer consider any citizen contact
or call for service “routine.” Police officers have
been murdered by teenagers they were simply giving a ride home;
by subjects they were serving civil processes; by persons whom
they were checking the welfare of; by drivers they had pulled
over for minor equipment violations and even after stopping to
help motorists whose car had broken down.
Of course, there are some
calls that must be classified as high risk, such as crimes
in progress, man with gun, shots fired, domestic
disputes and any incident involving mentally unstable persons
and those under the influence of drugs or alcohol. It is these
types
of calls that are most likely to result in a barricaded suspect
situation - potentially the most dangerous.
At best, every contact
and call should be considered as an “unknown
risk.” You just don’t know what you have until you
conduct an on-scene preliminary investigation, and in doing so,
exposing yourself to danger.
Your goal is to minimize the exposure
to yourself, your co-workers and the public. Proper pre-planning
and the implementation of scene
management techniques best accomplish this.
Law enforcement is
an increasingly dangerous vocation. Is it because the core values
of people have declined due to erosion of the family
unit? Is it because drug use has become so prevalent? Is it because
much of society has lost faith in government entities and no longer
respects law enforcement? There are as many explanations as there
are “experts,” but the bottom line remains the same,
regardless of the size of the agency or jurisdiction where you
serve, and whether the citizens consists of peace-loving, God-fearing,
country folks or hard-core gang-bangers, you must be prepared mentally
and physically to survive.
New legislation enacted in many states
has actually made the crime fighter’s job more dangerous. The “Three Strikes Initiative” is
intended to put career criminals in prison for twenty-five years
to life upon a third conviction. “Three Strikers” therefore
have nothing to lose, and everything to gain. If they escape by
assaulting or killing an officer, they gain freedom, at least temporarily.
If they murder a cop and get caught, the prison sentence will be
no harsher, and cop killers are looked upon as the heroes of the
prison population.
